AQ1328ORL01 Mustang Holding LLC, Mustang Pad - Public Notice State of Alaska DEC

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1328ORL01 to Owner/Operator for the Mustang Pad under Alaska Statute 46.14 and regulation 18 AAC 50.

Activity:    Mustang is proposing to construct additional equipment to support operations at the Mustang Pad. 
This public notice is for the draft ORL only.

Emissions:  The potential to emit at the stationary source will not exceed 39.60 TPY of NOx , 97.98 TPY of CO, 5.80 TPY of total PM, 4.83 TPY of SO2, 84.89 TPY of VOC, and 5.66 TPY of formaldehyde. The potential emissions increases will not exceed the thresholds under 18 AAC 50.502(c)(4) for NOx, PM10, PM2.5, and SO2. By limiting the operating hours and installation of oxidation catalysts on some of the fuel burning emissions units, limiting the total amount of upset gas flared, and operating the flare while the glycol dehydration system is in operation, Mustang Holding, LLC avoids the requirement to obtain a minor permit under 18 AAC 50.502(c)(4), a Title V major permit under 18 AAC 50.326, and a HAP major construction permit under 18 AAC 50.316. 

ADEC Preliminary Review:  Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Mustang Pad.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state Law.  ADEC will issue a final decision to issue or deny the ORL after the close of the public comment period.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
